어느 덧 12월이 지나 학교를 다니는 자녀들이 손 꼽아 기다렸던 겨울방학이 코 앞에 다가왔다. 방학 시즌이 오면 자녀와 함께 해외여행 또는 자녀를 위한 단기 해외 어학캠프 등을 계획하는 가정이 매년 늘고 있는 추세다.

특히 최근 해외 한 달 살기 여행의 관심이 급증한 만큼 그 나라의 언어는 물론 문화 등, 많은 것을 배울 수 있어 자녀의 교육적인 부분에 도움이 된다는 이유에서 계획을 잡고 있다. 또한 여행지로는 최근 근거리 대표 여행지 일본과 홍콩 여행이 급감하면서 베트남, 태국, 필리핀, 괌, 사이판 등 동남아 및 휴양지로 쏠림 현상이 나타나고 있다.

이렇듯 해외여행에 대해 많은 관심과 계획을 갖고 있는 미성년 자녀를 둔 부모라면 여기서 주목해야 할 사항이 있다. 바로 '부모여행동의서'라는 법적 증빙 서류다.

'부모여행동의서'는 만 18세 미만의 미성년자가 해외에 나갈 때 부모 중 한 명 또는 조부모 등 친척, 지인이 동반 할 경우에 필요한 서류다. 각 국가마다 청소년 인신매매, 유괴 등 국제 아동 범죄를 방지하기 위한 미성년자 보호 규정을 강화하면서 '부모여행동의서'가 해외여행의 필수품으로 자리잡고 있다.

현재는 '부모여행동의서'가 여행 시 필수 서류가 아니라 권고사항이다. 하지만 결코 가볍게 넘길 사항은 아니라는 게 여행업계 관계자들의 설명이다. 여행을 하는 나라마다 확인하는 서류가 상이해 서류 준비가 미흡해 자칫 항공기 탑승부터 어려워질 뿐만 아니라, 입국 자체를 거부당할 수 있기 때문이다.

국내외 민원서류를 대행하는 한국통합민원센터㈜ 배달의민원 해외여행사업팀 안소영 팀장은 "다가올 겨울방학 해외여행이나 캠프 등을 계획하고 계신 부모님께서는 안전하고 즐거운 여행이 될 수 있도록 중요한 서류인 만큼 부모여행동의서를 꼼꼼히 챙기시기 바란다"고 말했다. 이어서 "나라마다 요청하는 서류도 상이하여 반드시 숙지를 해야 하며, 영문 번역은 물론 공증 및 인증이라는 복잡한 절차를 거쳐야만 해외에서 사용할 수 있기 때문에 전문 대행업체의 도움이 필요하다"라고 전했다.
