[CCTVnews] 영문 운전면허증 발급, 국내외 어디서든 빠르게 받자

지난 16일 전국 면허시험장 및 경찰서에서 기존 한글로만 표기되어 있던 운전면허증 뒷면에 영문으로 면허정보를 표기한 '영문 운전면허증'을 전국 27개 운전면허시험장 및 경찰서 민원실(강남경찰서 제외)에서 발급하기 시작했다.

그 동안 해외에서 운전을 하려면 국제운전면허증을 발급받거나, 현지 대사관을 통해 별도의 번역공증 후 발급받아야 하는 번거로움이 있었다. 도로교통공단은 이러한 번거로움을 해소하고 해외 출국자의 편익을 증진하기 위해 새로운 영문 운전면허증을 발급하기로 했다고 밝혔다.

현재 영문 운전면허증으로 운전 할 수 있는 나라는 영국과 캐나다, 호주, 괌, 싱가포르 등 총 33개국이다. 아쉬운 부분은 자주 출국하는 아시아권 나라와 미국은 빠져 있다. 공단측은 향후 더 많은 나라에서 활용 될 수 있도록 국가간 조율해 나간다는 방침이다. 또한 영문 운전면허증을 발급받는다고 해도 여권은 반드시 소지해야 하며 나라마다 영문 운전면허증 사용 기간이나 요건이 다를 수 있어 출국 전 반드시 숙지를 해야 한다.

영문 운전면허증 발급 시행 첫 날인 지난 16일 서울 강남운전면허시험장을 비롯해 온라인 발급자(신규,재발급,적성검사,갱신)까지 포함하여 약 1,500여 건에 달했다. 시행 초기에다 해외에서 운전 하려는 많은 여행객, 해외에서 여권 대신 신분증 역할이 가능할 것이라는 기대감에 많은 발급자가 몰린 것으로 분석된다.

이에 국내외 민원 서류 대행 서비스를 하고 있는 한국통합민원센터㈜ 배달의민원 이동익 본부장은 "배달의민원에서도 운전면허 정책의 새로운 변화에 맞춰 영문 운전면허증 갱신 및 재발급을 인터넷과 모바일을 통해 쉽고 편리하게 발급받을 수 있는 서비스를 진행하고 있다"라고 말했다. 이어 "클릭 한 번 또는 전화 한 통으로 국내 뿐만 아니라 해외 현지에서 까지 재발급이 가능해 번거롭고 까다로운 절차로 인해 불편함을 겪는 분들에게 도움이 되길 바란다"고 전했다.

한편 ‘배달의 민원’은 국제운전면허증을 비롯해 해외에서 발급된 외국 운전면허증의 아포스티유를 통한 국내 면허증 교환 발급도 가능하며, 국내 1종(갱신의 경우 최근 2년 내 건강검진 서류 필요), 2종 운전면허증에 대한 해외 재발급에 대해서도 신속하고 정확한 발급 서비스를 하고 있다. 또한 미성년 자녀의 안전한 해외여행을 위한 '부모여행동의서' 발급 대행은 물론 전 세계 120개국 아포스티유를 편리하고 신속하게 원스톱으로 처리할 수 있는 '아포스티유센터'도 운영 중이다.

On the 16th, the first day of the English driver's license issuance, there were about 1,500 cases including the Gangnam Driver's License Test Center in Seoul, as well as online issuers (new, re-issuance, aptitude test, renewal). It is analyzed that many issuers were driven by the expectation that many travelers who want to drive abroad at the beginning of the implementation and that they will be able to serve as identification cards instead of passports abroad.

In response, the official from KICPC, which provides agency services for both domestic and foreign complaints, said, “In the case of delivery of civil documents, English driver's license renewal and reissuance can be easily and conveniently issued through the Internet and mobile in line with the new changes in the driver's license policy. We are working on a service that we can do. I hope that it can be re-issued not only in Korea but also overseas, with a single click or a phone call, so it is helpful for those who are experiencing discomfort due to cumbersome and demanding procedures," he said.

On the other hand, 'complaints for delivery' can issue an international driver's license, as well as a foreign driver's license issued overseas, through the Apostille, to issue a domestic license exchange, and one type in Korea (for renewal, health examination documents are required within the last two years), It also provides a prompt and accurate issuance service for overseas reissuance of a second class driver's license.
