[한국경제] 알아두면 좋은 여행꿀팁! 미성년 자녀 해외여행 땐?

30대 주부 A씨는 올해 초 세 살 된 딸 아이와 함께 필리핀 마닐라로 여행을 떠났다가 공항에서 입국이 거부되는 낭패를 겪었다. 입국 심사원은 A씨에게 여행에 동행하지 않은 아이의 아빠가 자녀 여행에 동의한다는 사실을 증명하라고 요구했다. 여권상 자녀와 성이 다른 A씨는 법적으로 모녀 관계도 증명할 수 없어 결국 입국을 거부당한 채 한국으로 돌아왔다.

국가마다 청소년 인신매매, 유괴 등 국제 범죄 방지를 위한 미성년자 보호규정을 강화하면서 ‘부모 미동반 여행동의서’가 해외여행의 필수품으로 자리잡고 있다. 미성년자 자녀가 배낭여행과 어학연수, 봉사활동 등을 위해 홀로 출국하거나 부모 중 한 명만 동행할 때 여행동의서가 없으면 현지에서 입국을 거부당할 수도 있기 때문이다.

부모 미동반 여행동의서는 18세 미만 미성년자 자녀의 해외여행을 부모가 동의한다는 사실을 법적으로 증명하는 서류다. 여행 기간과 목적, 동의자(부모)의 서명이 포함된 서류를 영어 또는 해당 국가 언어로 작성해 공증받아야 법적 효력을 인정받을 수 있다.

부모 미동반 여행동의서는 미주와 유럽, 동남아 지역 대부분 국가에서 입국규정이나 권고사항으로 정하고 있다. 여행동의서는 부모 중 한 명 또는 조부모 등 친척, 지인이 동반할 경우 필요하다. 미국과 호주 등 일부 국가에서는 부모가 동반 입국하는 때에도 가족 관계를 증명할 서류를 준비해야 한다고 명시하고 있다. 해외여행과 어학연수, 봉사활동 등 수요가 많은 필리핀 등 동남아 지역 역시 미성년자에 대해 엄격한 입국심사 기준을 적용하고 있다.

부모 여행동의서 등 증빙서류 준비는 필수가 아니라 권고사항이지만 결코 가볍게 넘길 사항은 아니라는 게 여행업계 관계자들의 설명이다. 자칫 서류 미비로 항공기 탑승은 물론 입국이 거부돼 전체 여행계획이 틀어질 수도 있기 때문이다. 최근에는 부모 미동반 여행동의서를 일정 수수료를 받고 대행하는 서비스 업체도 등장했다.

각종 국제서류 발급 대행서비스인 ‘배달의민원’ 운영회사 한국통합민원센터의 이영우 대표는 “미성년자 자녀가 해외로 출국할 때 양친 부모가 동반하지 않는 경우에는 부모 미동반 여행동의서를 준비한다고 생각하면 된다”며 “최근 부모 미동반 여행동의서에 관한 인식이 높아지면서 올 상반기에만 관련 문의와 서비스 신청이 지난해보다 세 배 넘게 급증했다”고 말했다.

[Korea Economy] Travel tips for underage children traveling abroad

A woman ‘A’ went on a trip to Manila(the Philippines) with her three-year-old daughter earlier this year but she was denied entry at the airport. The immigration officer asked A to prove that the father of the child who did not accompany the trip agreed to his children's trip. A, whose family name is different from his child's on the passport, eventually returned to Korea after being denied entry because she could not legally prove her mother-daughter relationship.

As countries strengthen regulations on the protection of minors to prevent international crimes such as human trafficking and kidnapping of teenagers, the "Parental Consent" has become a necessity for overseas travel. If a minor leaves the country alone for backpacking, language training, or volunteer work, or if only one parent accompanies the child, he or she may be denied entry there without a “Parental Consent”.

Parental consent(letter) is a document that legally proves that children under 18 have permission to travel abroad from parents or guardians who are not accompanying them. A document containing the date and purpose of the trip and the signatures of parents must be prepared in English or the relevant national language and also it has to be notarized for its legal validity.

Parental Consent(letter) is stipulated or recommended in most countries in the Americas, Europe, and Southeast Asia. A consent letter is needed if accompanied by a relative or acquaintance, such as a parent or grandparents. Some countries, including the U.S. and Australia, state that even when parents enter the country together, they should prepare documents to prove their family relationships. Southeast Asia, including the Philippines, where people often visit for overseas travel, language training, or volunteer work, also applies strict immigration standards for minors.

Officials in the travel industry explain that the preparation of evidentiary documents, such as parental consent(letter), is not mandatory, but it is not something to be lightly skipped. Document missing can make not only boarding but also entry be denied ended up the entire travel plan going wrong. Recently, service has also appeared to act on behalf of parental consent for a certain fee.

Lee Young-woo, CEO of KICPC (an agency that issues various international documents)said, "If underage children are not accompanied by their parents when they go abroad, parents may prepare a consent letter” adding, "As awareness of the parental consent letter has increased, the number of related inquiries and orders has more than tripled from last year in the first half of this year alone."
