2일 관련 업계에 따르면 자동차보험 가입 시 군 운전병 복무기간의 가입경력 인증 가능 사실을 인지하지 못해 할인 혜택을 적용 받지 못하는 경우가 많다. 실제로 보험개발원에서 분석한 결과 2017년 7월부터 2018년 6월까지 과납보험료 환급건수는 직전년도 대비 234배(환급건수 기준) 증가했으며, 같은 기간 환급금액도 230배 급증했다.

환급유형의 경우 군 운전병 근무로 인한 환급보험료가 21,624만원 전체 환급액의 86.2%를 차지해 압도적으로 높은 수치를 보였다.

해당 증명서 발급은 각 행정기관에 직접 방문하거나 정부 사이트를 통해 가능하다. 하지만 사이트 이용 시 공인인증서 구비는 물론, 각종 보안프로그램 설치, 출력 프린트 보유 등 물리적ㆍ시간적 제약이 따른다.

만약 글로벌 기업 취업이나 해외 이민ㆍ유학을 목적으로 병적증명서나 군경력증명서를 제출하기 위해선 해당 국가에 맞는 번역 공증, 아포스티유, 대사관 인증 등의 복잡한 절차도 거쳐야 한다.
