[아이티데일리] "해외에서 국제운전면허증 갱신·재발급 걱정 말아요"

최근 도로교통공단에서는 국제운전면허증 발급 증가로 수월한 발급을 위해 기존 경찰서나 운전면허시험장뿐만 아니라, 인천국제공항 제1터미널을 비롯해 제주국제공항에 발급 센터를 운영하고 있다.

국제운전면허증이란 도로교통에 관한 ‘제네바 협약’에 의거하여 일시적으로 해외에 나가서 운전할 수 있도록 발급되는 운전면허증이다. 발급일로부터 1년간의 유효기간 동안 본인의 여권, 자국의 운전면허증과 함께 반드시 지참해야 해외 어디서나 차량 운전을 할 수 있다.

국내에서의 국제운전면허증(국내 운전면허증 포함)발급 및 갱신으로 인한 재발급은 간편하고 편리하지만, 해외 여행 또는 해외 체류 중 부득이 하게 국제운전면허증(국내 운전면허증 포함)을 분실, 도난 또는 유효기간 만료로 재발급을 하려고 할 때는 복잡하고 번거롭다. 그렇기 때문에 재발급을 하지 않고 무면허가 되어 해외에서 차량을 이용 못하게 되는 사례도 빈번하다.

해외 여행 또는 체류 중에 국제운전면허증 재발급이 가능한 방법은 현실적으로 3가지가 있다.

첫째, 시간과 비용을 들여 본인이 직접 귀국하여 재발급 받는다. 둘째, 한국의 지인을 통해 대리 발급을 받는다. 셋째, 대행업체를 통해 빠르고 간단하게 재발급 받는다. 우선 첫째는 시간과 비용이 만만치가 않아 비효율적이고 둘째는 지인을 통해 대리 발급을 받으려면 신청자와 대리인의 신분증, 여권용 사진, 위임장 등을 준비해서 각 행정기관(경찰서, 운전면허시험장 등)에 신청을 해야 받을 수 있다. 물리적으로 최소 1주일 이상은 소요되기 때문에 굉장히 비효율적이다. 현재로선 세번째 방법인 대행 업체를 이용해서 발급받는 방법이 가장 빠르고 합리적인 방법이라고 전문가들은 말한다.
